I have worked for both a municipal government and school boards. The difference in attitudes is astonishing. At the government level, the agreement is not enough. Confidential data, including personal information, must be hosted on servers within the country in order to ensure the data cannot be accessed by a third party without legal recourse. For school boards, an agreement suffices.
